Who is 3cat?

3cat is a Malaysia-based omnichannel retailer specializing in refurbished smartphones and consumer electronics, making premium devices more accessible through a trusted, affordable, and technology-enabled retail experience. Combining physical retail stores, an e-commerce platform, and in-house refurbishment facilities, 3cat manages the entire lifecycle of second-hand devices, from sourcing and quality inspection to repair, resale, and after-sales support. 

Its rigorous refurbishment process, standardized quality checks, and one-year warranty differentiate the company from fragmented informal retailers and peer-to-peer marketplaces, allowing consumers to purchase flagship smartphones with greater confidence while paying significantly less than buying new devices. Today, 3cat operates a growing network of retail stores across Malaysia and is preparing to expand into the Philippines as its second market.

By integrating physical storefronts, e-commerce, in-house refurbishment, and after-sales support, the company builds a seamless customer journey that traditional fragmented retailers cannot replicate. 

3cat’s omnichannel framework also directly addresses the critical consumer need to physically inspect and test high-ticket, pre-owned electronics before buying, transforming a high-friction purchase into a high-trust experience. By anchoring this retail ecosystem with proprietary refurbishment capabilities, 3cat maintains superior control over product quality, inventory, and unit economics, positioning the company to expand gross margins while offering highly competitive pricing.

The Market: The refurbished smartphone market is reaching a critical inflection point as premium device prices continue to outpace consumer purchasing power driven by the shortage of global chip supply and rising hardware costs. This pricing pressure is already visible in the Philippine market. The most recent equivalent Pro models (iPhone 17 Pro to iPhone 18 Pro) saw launch prices rise by ~20% and ~15% for the Pro Max models. More broadly, Philippine SRPs have also increased across previous lineups: the iPhone 16 rose by ~15%, the iPhone 17e by ~22%, the iPhone 17 by ~21%, and the iPhone Air by over 16% (Revu PH, 2026). 

Rather than the traditional pattern of previous-generation models becoming cheaper when a new iPhone launches, Apple is raising prices instead reflecting higher hardware and component costs. Notably, with iPhone SRP as a % of GDP per capita and median income already increasing significantly in the last 10 years, these continued price increases are making flagship smartphones increasingly unaffordable for the average Filipino consumer, further widening the gap between global product pricing and local purchasing power.

Mobile phones have become essential infrastructure for communication, banking, transportation, commerce, and work, yet access to premium hardware continues to narrow. In the Philippines, smartphone penetration has reached approximately 75%, with Filipinos spending nearly nine hours per day on their devices, the third-highest globally (DataReportal, 2026). 

As consumers hold on to devices longer and increasingly turn to refurbished alternatives, the circular economy is becoming equally important. Global e-waste reached 62 million tonnes in 2022, with only ~22% formally recycled, underscoring the need for trusted refurbishment platforms that extend device lifecycles while reducing electronic waste (Global E-Waste Monitor, 2024). In the Philippines alone, e-waste generation reached 4.7 kg per capita in 2022, making the country the third-highest e-waste producer in Southeast Asia. Together, these trends reinforce the need for trusted refurbishment platforms that extend device lifecycles while reducing electronic waste.

This demand is reinforced by a structural shift in Filipino consumer behavior, as discussed in our 2025 Philippine Venture Capital Report. As spending increasingly moves beyond basic utility toward esteem-driven consumption, purchasing decisions are shaped not only by affordability but also by perceived quality, brand equity, and self-expression. 


This shift is evident in how premium smartphones are purchased in the Philippines. Around 30% of Grab riders use iOS devices, highlighting that even among gig economy professionals, phones are status symbols and premium hardware is sought after. These examples point to the conclusion that although desire already exists, affordability remains the primary barrier. Refurbished smartphones fill this gap by making otherwise expensive models accessible to a much broader segment of the market. 

The Philippines therefore represents a particularly attractive expansion market due to its strong smartphone adoption, high consumer spend, and deeply established mall culture. Beyond its consumer opportunity, the Philippines also offers a skilled technical workforce, government-supported vocational programs, and competitive labor costs, positioning the country as both a high-growth consumer market and a strategic refurbishment hub. Together with the continued expansion of Southeast Asia's recommerce economy, these structural advantages position 3cat to become one of the region's leading branded platforms for refurbished consumer electronics.

The Team: 3cat is led by a complementary founding team that combines deep expertise across consumer electronics retail, business development, technology, and marketplace scaling. 

  • Karl Loo, the company's CEO, drives business development and strategic partnerships, drawing from his entrepreneurial background across Groupon China, ServisHero, and multiple e-commerce ventures. 

  • Chris Ng, who leads 3cat’s retail operations, has prior experience scaling offline consumer electronics from his time anchoring OPPO’s market entry in Malaysia which makes him the right person to roll out stores in the Philippines given that he is in-tune with store operations, training store staff, and how to structure staff incentives. 

  • Heinrich Wendel oversees the company's technology, marketing, and finance functions, leveraging his experience as founder of iPrice, where he scaled the platform to more than 100 million users. Together, the founding team combines operational retail execution with digital product expertise and commercial leadership, positioning 3cat to build Southeast Asia's leading trusted platform for refurbished consumer electronics.
